Prohibited Plants for Export under the Plant Quarantine Act B.E. 2518 and Amendments
11 Plant Species:

  1. Durian (Durio zibethinus Murray)
  2. Pomelo (Citrus maxima (Burm.) Merr.)
  3. Grapevine (Vitis vinifera L.)
  4. Longan (Dimocarpus longan Lour.)
  5. Lychee (Litchi chinensis Sonn.)
  6. Tamarind (Tamarindus indica L.)
  7. Coconut (Cocos nucifera L.)
  8. Pueraria (Pueraria candollei Grah. var. mirifica)
  9. Butea Superba (Butea superba Roxb.)
  10. Salak (Salacca zalacca (Gaertner) Voss)
  11. Pineapple (Ananas comosus (L.) Merr.)
  1. Conditions: Exporting any of these species without permission is strictly prohibited, except for seeds, plants for research purposes, or cases authorized under special regulations.
  2. Reference: Announcement of the Ministry of Agriculture and Cooperatives Subject: Determination of types and names of plants to be reserved plants. According to Thai Plant Variety Protection Act B.E. 2518.

 

Export Steps for Plants:

  1. Register with e-Phyto System

          Exporters have to register in the e-Phyto System under the Department of Agriculture’s electronic platform: e-Phyto Application Portal.

    1. Register with Single Sign On (SSO) in the National Single Window (NSW) system at  www.nsw.doa.go.th/public/.
    2. After successfully registering into the system go to www.e-phytoexporter.doa.go.th .
    3. Register as an entrepreneur, agent or third party for off-site inspection.

 

  1. Submit Export Request

2.1. Log into the system and submit an P.Q.7 application for the electronic phytosanitary certificate (e-Phyto). Including, the details of the plant species, quantity and destination.

2.2. The officer checks all documents and assigns them to the Plant Inspector.

 

  1. Inspection and Approval

3.1 For on-site cargo inspection of cargo

The inspector will check type and quantity of goods to meet the requirements and report the result via e-Phyto system.

3.2 For off-site inspection, such as at a packing house

3.2.1 Third party create report and send to the inspector.

3.2.2 Inspector check type and quantity of goods to meet the report.

3.2.3 Inspector confirm and submit the product inspection report.

 

  1. Issue of e-Phyto Certificate

          Once the inspection is completed and all conditions are met, the e-Phyto certificate will be issued electronically.

  1. Submit e-Phyto to Destination Country

          Provide the e-Phyto certificate to the relevant authority in the destination country for further customs and agricultural inspection.
